The useful part of GitHub's April 27 announcement is not the billing detail by itself. It is the architectural admission behind it: Copilot code review is not a comment generator sitting beside your pull request. It is an agentic workload that runs on GitHub Actions infrastructure, reads broader repository context, and consumes real runner capacity.
Starting June 1, 2026, that distinction starts to matter in a way engineering teams can no longer ignore. On private repositories, each Copilot code review will be billed through the new AI Credits model and will also consume GitHub Actions minutes from the existing plan entitlement. Public repositories are not affected in the same way, but most production teams live in private repos. For them, AI review has moved from "nice extra feedback" into the same operational bucket as test suites, preview deployments, security scans, and release automation.
The important change is accountability
AI review felt cheap while its cost was abstract. A developer clicked a button, an assistant left comments, and the team judged the output mostly by vibes: useful, noisy, wrong, occasionally excellent. Once the review draws from the same Actions budget as CI, the conversation changes. The question is no longer "does Copilot sometimes find issues?" It becomes "is this review worth the same constrained execution pool we use for builds and tests?"
That is a healthier question. Engineering organizations are bad at adopting tools that appear free at the point of use. They enable them everywhere, discover the weak spots later, and only then add policy. Pricing pressure is not automatically bad here. It forces teams to decide where AI review belongs in the delivery system instead of treating it like unlimited background noise.
Treat AI review like another CI job
A serious CI job has a trigger policy, an owner, a budget, and a failure mode. Copilot code review should get the same treatment. If it runs on every tiny dependency bump, every generated file change, every documentation typo, and every experimental draft PR, then the team has not adopted an assistant. It has added a spend path with unclear value.
The better default is selective execution. Run AI review where broader context is likely to help: non-trivial feature work, risky refactors, authentication changes, data migrations, concurrency code, billing flows, permissions, security-sensitive code, and PRs from less familiar parts of the codebase. Skip it or make it manual where the signal is predictably low: lockfile-only changes, formatting churn, generated artifacts, snapshot refreshes, and mechanical version updates that already pass deterministic checks.
This is also where teams should stop pretending that AI review replaces existing quality gates. It is not a type checker, not a test runner, not a linter, and not a security scanner. It is best used as a contextual reviewer that may notice missing cases, architectural drift, suspicious assumptions, or confusing changes. If the deterministic tooling is weak, adding an agent on top usually hides the real problem.
The budget needs engineering input
GitHub recommends reviewing Actions usage, budgets, Copilot usage metrics, Actions metrics, and billing reports before the June 1 change. That should not be left only to finance or platform administration. The people who understand PR volume, repository risk, flaky CI, and review bottlenecks need to be involved, because the answer is not simply "raise the limit" or "turn it off."
A useful rollout starts with measurement. How many private PRs does the organization open per week? How many are draft PRs? How many are automated? How many touch high-risk services? How often does Copilot produce comments that lead to actual code changes? How often are comments dismissed? If the team cannot answer those questions roughly, it is not ready to run AI review everywhere by default.
There is an uncomfortable but necessary metric here: accepted review value per runner minute. You do not need a perfect dashboard on day one. Even a lightweight monthly sample is enough. Pick a set of AI-reviewed PRs and classify the comments: real defect, maintainability improvement, style preference, duplicate of an existing tool, wrong, unactionable. That gives engineering leads something better than anecdotes when deciding where the agent should run.
Self-hosted runners are not a loophole
The announcement notes that Copilot code review also supports self-hosted runners and larger GitHub-hosted runners, which are billed differently from standard hosted runners. That sounds like an escape hatch, but it is really just moving the capacity question somewhere else. Self-hosted infrastructure still has cost, queueing, maintenance, isolation concerns, and security implications.
For many teams, hosted runners will remain the right default because the operational burden is low. For large organizations with strict isolation requirements or very high review volume, self-hosted runners may make sense. But that decision should be made the same way you would make any CI infrastructure decision: based on throughput, security boundaries, maintenance ownership, and total cost, not because the word "AI" made the workload feel different.
The product signal is bigger than the invoice
GitHub has spent April pushing Copilot deeper into the development workflow: agent sessions in issues and projects, cloud agent performance improvements, GPT-5.5 availability, usage metrics for agent activity, and now Actions-minute accounting for code review. The direction is clear. AI tooling is becoming part of the software delivery substrate. It will run in runners, show up in usage reports, require budgets, and need policies.
That is good news if teams respond like engineers. The right response is not resentment that an agent consumes resources. Useful automation always consumes resources. The right response is to make the resource boundary explicit, decide where the automation has leverage, and wire it into the workflow with the same discipline applied to every other CI job.
For a small team, that may mean manual AI review on risky PRs and a modest Actions budget alert. For a larger team, it may mean repository-level policies, different behavior for draft PRs, separate treatment for automated dependency updates, and regular review of Copilot metrics beside build minutes and failure rates. For a platform team, it means AI assistants now belong in the CI capacity plan.
The takeaway is simple: do not let AI review become invisible infrastructure. If it is valuable, give it a deliberate place in the delivery system. If it is noisy, constrain it. If it is expensive, measure it against the defects and review time it actually saves. The June 1 billing change is a useful forcing function because it makes the hidden shape of the tool visible: Copilot code review is a CI workload now, and it should be managed like one.
